Bikes are just another mode of transport; cyclists are just road users. Bristol is the top cycling city in the UK and it is full of hills. Cardiff is flat and easy to navigate, but is known for the highest rate of cycling accidents in Wales. Facilities for bikes and their users do not have to be elaborate, but they do need to be sensible and offer some advantage over other, less sustainable modes of transport."
