"England has gone for a market-driven model where the intention is for market forces and increased competition to drive up quality, whereas Wales has moved down a different route and is instead focusing on bringing together all the different strands of the NHS in a planned, co-ordinated and collaborative way.
Rather than having a system where one group of people – in England’s case, GPs – decide how and where money should be spent, the emphasis here is on removing boundaries between organisations and making those decisions together with the community."
