"Under the present system there has been a built-in delay of several years for powers to be devolved to the Assembly, or to find a slot in Westminster’s legislative calendar to make Wales-specific legislation. That delay has meant, in some cases, a rush to legislate before the end of the term of the present Assembly. Much of the quality time which could and should have been spent on creating and scrutinising Welsh legislation has been spent in haggling with Westminster over the transfer of powers."
