U.K. Comes out for Royalty-Free Standards for Government Procurement

"The U.K. has become the latest country to conclude that for information and communications technology (ICT) procurement purposes, “open standards” means “royalty free standards.” While apparently falling short of a legal requirement, a Cabinet Office Procurement Policy Note recommends that all departments, agencies, non-departmental bodies and “any other bodies for which they are responsible” should specify open standards in their procurement activities, unless there are “clear business reasons why this is inappropriate.”"

UK time change 'would save CO2 emissions'

"Moving the clocks forward one hour would save hundreds of thousands of tonnes of carbon dioxide each year, campaigners say.

A study for the 10:10 climate campaign suggested putting clocks forward during winter to an hour ahead of GMT could save almost 500,000 tonnes of CO2."

The stronger the Assembly, the better the governance

"Under the present system there has been a built-in delay of several years for powers to be devolved to the Assembly, or to find a slot in Westminster’s legislative calendar to make Wales-specific legislation. That delay has meant, in some cases, a rush to legislate before the end of the term of the present Assembly.  Much of the quality time which could and should have been spent on creating and scrutinising Welsh legislation has been spent in haggling with Westminster over the transfer of powers."

Your Freedom

"Nominate laws and regulations you would like to see abolished.

Deputy Prime Minister Nick Clegg today issued a call to arms against pointless regulation and unnecessary bureaucracy, asking the public how they want the Government to redress the balance between the citizen and the state. "

Pubs with Welsh animal names in Cardiff

Milgi
City Road’s arty cocktail bar. Milgi means “greyhound”. Milgi is derived from ci (dog, pronounced like the English word “key”). I’m not sure what the “mil” bit means, anyone? Anyway, the plural of milgi is milgwn. Another similar word is corgi which literally means “dwarf dog”.

Cardiff’s Lost Communities

"Cardiff expanded rapidly throughout the nineteenth century. Most of the residential developments of that time have survived, but two districts, Temperance Town and Newtown, have disappeared. More than a thousand people lived in each of those districts, but they had to move out in 1937 and 1966 respectively, and their homes were demolished."

Britain's new Internet law -- as bad as everyone's been saying, and worse. Much, much worse.

"The British government has brought down its long-awaited Digital Economy Bill, and it's perfectly useless and terrible. It consists almost entirely of penalties for people who do things that upset the entertainment industry (including the "three-strikes" rule that allows your entire family to be cut off from the net if anyone who lives in your house is accused of copyright infringement, without proof or evidence or trial), as well as a plan to beat the hell out of the video-game industry with a new, even dumber rating system (why is it acceptable for the government to declare that some forms of artwork have to be mandatorily labelled as to their suitability for kids? And why is it only some media? Why not paintings? Why not novels? Why not modern dance or ballet or opera?). "

"UK Identity Card 1.0 is in deep trouble. It's running late, and if the Conservative Party wins next year's election it'll be scrapped. Its original architect has changed his mind, and even some Cabinet members are starting to see it as a needless expense. But if we pull the plug, what then?"
